this is just a guess. try exiting steam and deleting ClientRegistry.blob which is in \valve\steam, when you restart steam it will update. if that doesn't work go here and search for the term "verify gcf", the top link will take you to a page where you can verify the integrity of your files...
make sure when you install you choose to install both half life 2 and counterstrike:source or it wont work. make sure steam isn't running and just restart the installer
