Do you have rights to create folders and add files? Are you logged in as Administrator or a user? If as a user have the admin grant you rights to the folder you are using C:\Program Files\Steam or C:\Program Files(x86)\Steam
It happens to me every now and then. I don't think it is always spyware. My system is clean. It seems to be related to not getting to the net when it starts. For instance a different program starts an update at boot. That prevents steam from doing its thing. So it does start but never completes...
Note if you are into playing games do not waste your time on Vista. XP is a much more dependable system for games. That is not just my opinion but also a ms evangelist.
Open Steam
Select My Games Tab
Highlight HL2
Right click and select properties
Click Set Launch Options button
In the Box enter -dxlevel 80 +mat_forcehardwaresync 0

What I did to fix it was to force the game to 32 bit mode.
Open Steam
Select My Games Tab
Highlight HL2
Right click and select properties
Click Set Launch Options button
In the Box enter -32bit
Click OK
See if that fixes your problem.
If you haven't used steam in a while it might be downloading all the updates. I just reinstalled on a different computer with a new key (old one was stolen) steam remembered me and all my games. It took a while to dl them but what the heck. :bounce:
Same thing happened to me. Game played fine all the way through. then after trying portal it hung loading. After pulling my hair out this is what I found.
Started game in windowed mode.
Started in windowed+ console mode.
This let me see the error "Invalid version for Serverbrowser.dll"...
