Some mods are suited to the drip release method. Especially ones where a single coder is adding small features that can easily be distributed to players as they're complete.

I think it's a smart move on Valve's part. It allows them to jump start the TF2 player base from people who would have bought Ep2 anyway. It'll also drive up the Ep2 sales, as I'm sure there are many TF fans who didn't buy Ep1 but will definitely be handing over their money for Ep2 now.

Lets just say, you don't spend a week working in Valve's offices and not ask them for tid bits of info about TF2....
But it's still just an opinion based on things said publically and the answers I got to my questions back in Feb 2005...
The "old" TF2 got canned because it was too complex.
This "new" TF2 is a source version of TFC. Expect to see the same old maps, touched up to look more like realistic environments with all the source bells and whistles.
When members of the hl2 modding scene stop slamming every media release saying things like "there [sic] maps arn't [sic] that impressive", I'm sure modders will be more eager to release WIP stuff.
Until that happens, I think you'll see a continuation of teams chosing to do closed betas and...
