I've always liked the overall visual design of HL2 and the decision not to go the unified lighting route (or however you would call it) of a DooM 3 or Riddick, but I'm still puzzled why Valve didn't correct the 'square box with simple, flat texture' look of much of the building exteriors...

I have that issue (it's the one with the Q2 logo on the cover), nice to flick through the older stuff once in a while.
I also have the November '97 issue of PCG which includes a 10-page DNF preview, what I think are the earliest screenshots of Max Payne and a bit on Prey - those were the days.
I get that impression as well; perhaps it would have been better for this review to have come out after the release of the game, which would have been standard practice for Edge I think.

I wouldn't sweat it too much; your system specs are OK and HL2 supports win98, so you should be fine.
I suggest that you upgrade only if you detect a genuine need to do so, not because of the usual tiresome ranting about how antiquated win98 supposedly is.
