I would imagine scripted events are not included within the pre-load files. Seeing as how they are an integral part of the Half-Life experience, I'd imagine there's plenty to be found within the sequel. Those could possibly render bugs. AI functionality could be an issue as well.
Yeah they said that just before the game was released they'd begin to pre-load. So if they're sticking to the same plan (never know with them) then this means good news for us!
