You need to make sure you firstly are mapping for TFC. You need to set Hammer to the right game for this.
I have never mapped for any CTF modes, so I would suggest checking out how it's done in TF2 and seing if it works similarly in TFC. I would imagine that Valve haven't changed how it works...
