I finally found a fix after almost a year. If anyone else is having this issue, try setting anisotropic filtering to Bilinear or Trilinear. Steam's recommended setting based on my hardware configuration was the Anisotropic 4x MSAA*, but I set it to Trilinear and I have not had a single blue...
