27" LCD TV/Monitor Issues

I have a 27" flat-panel viewsonic monitor. I dunno why but recently certain shades of grayish blue appear a "glimmery/staticy/bright/flashing blue. It's not on any one spot of the monitor, in the images if I scroll up and down it follows with the color and stays ontop of the corresponding image. For example a vague outline of this glimmery effect is traced through the HL2.net logo atop the screen you're looking at now. Another example would be if I were looking at this http://www.hyundaiusa.com/images/vehicle/tiburon/gallery/asset_upload_file333_10899.jpg there's this thing running an outline through the clouds. It just started happening recently and if I turn down the color quality in the properties it seems to go away. I did update my graphics drivers a few days ago, but I dunno, it couldn't be an inherent problem in the monitor since it didn't use to do this could it? Also it couldn't have really developed overnight honestly, could it have? So is it the monitor, the gpu drivers, or what? How could I find some way to fix this besides setting the color quality in properties to an even lower setting? Any help or info is appreciated.
 
what monitor is it exaclty? why do you need this size monitor? for movies i hope.

take a screenshot of one of these abnormalities, if we can see it then its a graphics card issue. if its just your monitor then your probably boned unless u can magicly fix the screen
 
But I dont see anything wrong with that pic. Is it maybe a dead-pixels you're talking about?

edit: i know what he means, hes getting a very bad case of 'ghosting' this is a typical side effect with such large monitors, they sacrifice response time for size. unless you buy a stupidly expensive one (as if they arent enough already!) it shouldnt be that extreme anyway! im not sure what to do about ghosting. its not supposed to be like that anyway.
 
But I thought ghosting is when there's a moving image, could it happen to static images too, and to just pixels that are some kind of bluish grey shade? Because that seems to be the case, it's always a bluish grey like in rainclouds or other images of the sort.
