The source for this makes me dubious although they do claim to have received the word from "The Sunday Times" which must mean it's true.

If it is completely true then the answer is obvious, stop worrying about the whole nuclear thing and just eradicate every plastic explosive manufacturer we can. Crush these buggers at the source, who's with me?

I think I'll take the sunday times article with a grain of salt ...especially in light of this more rational article:
