These "PC" aka Windows guides always seem terrible. Most end users shouldn't be attempting half of the suggestions.
Instead of focusing on repairing the damage, the authors should try to teach end users safe computing habits. For example, don't install every piece of bloatware readily available. When installing software, read the options. Usually it's best practice to uncheck everything.
Another thing that annoys me is that they always exaggerate performance benefits of doing said tweaks. Unfortunately, these types of guides usually just cause more bad habits then good ones. It almost seems that the authors don't really understand how software or operating systems work.
