Painter is a very different beast vs Photoshop. It used by game/film Concept Artists like Ryan Church or Feng Zhu:-

You can pretty much replicate and form of media (Oil Paint, pencil, crayon, chalk, pastel, airbrush etc) using it, and you can also use it with existing images and photoshop files. It's not image adjustment software like photoshop though. But it's far surpasses Photoshop in media replication.

You can get a 30 day trial from the site I believe if you want to try it. I'd recommend you have a graphics palette though, as it makes the most of pressure sensitivity.
