6 Days, Still Unable to Update Steam

I've been trying the past 6 days, leaving it on for hours. I bought the retail DVD in the UK.

I tried re-installing the game, but to no avail. When I play the game or launch steam, it opens the update window and sits at 0% until I close it.

Can anyone help?
