A.I. disabled when saving/loading...?!

My problem is that when I save a game, shut down computer, and then when I turn on again and load, a A.I. disabled text appears in the screen and all the bad guys just stand and do nothing?

how can I fix this problem? thanks already!

type ai_disable 0 into the console to enable it again. I don't know a more permanent fix though.
