A Lighting Question

Just wondering how to get the lighting effect found in de_dust and such where a) you can physically see the light (i.e there is dust floating around reflecting the light....but not the dust motes entity) and b) the light glows within a certain distance from its source, also creating a foggy/dusty effect.
 
you mean something like this?

mind you i havn't even lighted or really textured the inside yet, or even put windows up. thats why its so dark to the left.

I think de_dust used func_dustmote
