in x-men 1, senator kelley is forcibly mutated, and changes into a water-like substance. later on, storm says he died and magneto says "are you sure you saw what you think you saw" you never see him in the 2nd movie so where did he go? did he die?

Yes, he died, but Mystique begins to impersonate him, using his position in Congress to push pro-mutant legislation.
