AI Disabled

Please help to solve this problem. "AI Disabled..." appeared on the screen (near the middle on the right) while I load a saved game or start a new game. I can walk around the area where I'm in and everything seemed normal except people and enemies were frozen. I actually can't play with it and I can't find any ways to make the AI resumed normal. I've experienced this problem twice and the way I "solve" the problem was to reinstall the game. Please advise!
