Alerting a group of people

I'm trying to find a solution that will allow me to send alerts to a group of people. The trouble is I've got some quite restrictive criteria, which is making this earch hard.

It has to be an announcement system. What I mean is, the person sending the announcement simply logs in, types the alert and hits go, so it is then sent to every online person. (So MSN, AIM etc are out)

It has to be lightweight. As everyone is going to need to install it, and some people do not want to bulk their systems down.

It has to be an announce type system. Basically, if people have to check a page, or irc or something, its no good. It needs to pop up an alert in front of whatever they are doing, that they can't not notice.

I'm not sure theres anything out there that does this, but on the off chance it is, any of you guys know of anything like this?

Steams to heavyweight for people to install just for fast comms. I'm talking seriously lightweight.

You might have to write your own, or find someone who can, or see if you can find a modified AIM or Messenger. I don't suppose either of these are open source, but if they were, they you might find something like that.
