I need a FREE upgrade from paint. I want to make avatars and I just can't do it with Paint. Any suggestions?

You could buy Photoshop Elements for a pretty good price, it's not as expensive as Photoshop.

Nah, that's the linux site . Here is the windows one. Make sure to read the main page on instructions if you want to be able to save your files as gifs.

I'd recommend getting the 'stable' version. Make sure to download any runtimes it tells you to also.
