I wanted to kno what this meant? Can i play mp3's in CS:S now or wut? Also, if its possible i want to be able to play mp3's over the mic for friends to hear in the server....

Extremely annoying. Most likely they will not be your friends after that.

No, it's for mods. The music in their mods no longer have to be a certain setting.
