Well because Valve... Decided, for whatever reason, that it was not a good idea. Perhaps they didn't wish for the player to be over encumbered by weapons, maybe it was a bit overpowered for a non-AI character, maybe the beta testers didn't like it, who knows? Who cares, for that matter? Valve just decided to make it that way.

And storyline wise, it's probably a gun that Alyx has modded over the years she's had it to make a unique gun.

I'm with max, I seem to rely rather heavily on the shotgun. Alyx's gun is nice, but we get all the other guns to play with.

I wish they would give out more ammo for the magnum. I love that gi=un but I always seem to have very little ammo for it.

Actually, we see rebels use it in Black Mesa East, IIRC. Also, Alyx managed to find another gun of the same type after losing the original in HL2. It's probably a rebel-issue handgun of some sort.

It's a mapping glitch. When you create a vanilla npc_citizen without custoimizing it a bit, his wep defaults to weapon_alyxgun since the gun begins with a A.
