i used the impulse 101 cheat, and my bugbait seems to be not working on the buggy level, when does it work?

youll know when it works. one of the xen aliens gives you a tutorial on how to use it. then youll be able to use it.

It works after you get to the stage where you fight the ant lion guard. A vortigaunt then takes the spores out of the guard for you and that's when they start working. I'm supposed the actual game is scripted so that they only are on your side until AFTER this happens.
