Are Combine Citadels bigger on the inside?

I think about this when, despite the apparent sheer scale of the outside when you get up close and next to it, it still looks tiny compared to the inside, especially if it's on one level.

Maybe the Combine utilised TARDIS technology from the Time Lords?
