Arrow of Extrication

I've made it to the part in the Arow of Extrication quest where I need to unlock a Hard lock on a dungeon door (right after you've found the secret chamber and klled the lone Daedra standing guard). I tried to open it with my Open Hard Lock spell, which went right through it. Are there keys to the door somewhere or do I need to put that quest on hold until I get my Security skill high enough to lockpick Hard doors?

Not sure, just use the console and type "unlock" on the door. And Presto!

Lockpicking in Oblivion is easy.. I've picked very hard locks with level 7 security.. In fact with 3 lockpicks you can pick any lock..

You've just got to listen to the clicks, and look at how slowly the tumblers are going up.

I had the skeleton key at that point. You could always do that.

im on that quest right now and ive been getting through the entire area with one lockpick (like all the doors in the area are hard)

yeah I haven't lockpicked once since I got out of the training dungeon. Now I'm lvl 21

So yeah I ended up using the console to open the doors, I figured that if I have the spell to unlock Hard Locks, then I should be able to open EVERY hard lock.

You can lockpick all doors at lvl 1 lockpicking. The entire thing is based on sound and it's pretty simple to get down.

Edit: You should really learn the mini-game because the entire game world is full locked objects and you're definitely going to run out of lockpicks sooner or later. (until you buy more from your fence)
