Artifacts???

I am experiencing what I think are artifacts in Hl2 and Cs. I get yellow squares appearing in the sky and strange flashes on walls and doors. I could put up with it at first but in Ravenholm it's become unbearable as the all you can see is strange objects appearing and disappearing constantly.

System Spec: AMD athlon 64bit 3000
512mb RAM
ATI Radeon 9800 Pro (4.12 Catalyst)
Asus K8VE-Se Deluxe Mobo

I have recently built my system and bought a new exhaust fan for my graphics card, I think i applied the thermal paste a bit dodgy, could this be the reason?
