Athlon 64 3200+ speed won't stay the same?

I have noticed that when I go to the system information from My Computer that it sometimes shows my A64 3200+ as being 1.0ghz instead of 2.0ghz, and this happens a lot. It also once showed it as 1.8ghz. I have cpu-z and when I checked that, I noticed that while the program was running the multiplier would keep changing between x5 and x10, which is what is cutting my speed in half. Is this just an error or am I really getting half the speed I should be? Game performance seems ok, but I don't know. In BIOS the fsb and multiplier were set to auto so I set it to manual and 200x10 to get the 2ghz speed but that didn't help. Oh and I have AMD Cool n' Quiet enabled, which was described as a power savings thing so it occurred to me that that could possibly be a reason?
 
I've never had that problem, Mine is 2.6GHz, it says it's running 2.59GHz, maybe it is the Cool n' Quiet, try turning it unenabling it. If it doesn't work, just enable it again.
 
After doing a little research on google, I found that Cool n' Quiet reduces your processor speed and voltage (I noticed the voltage was a little low too) when full processing power is not needed, such as on your desktop.
 
yes cool n quiet mode just lowers the voltage/speed of the proccesor when not needed resulting in it being cooled

Actually the result is that it stops it heating up as much. Lowering speeds / voltage prevents it getting hotter, it doesn't "cool" it down. Big difference. "Cooling" (in PC's) usually implies that a fan is being used to lower the temp of something.
 
Well what happens if you get out of a game? It certainly cools down faster then right?
 
I'm sure it does, but that would be through heat dissapation because it is no longer working as hard. What giant384 implied was the same as letting a fire burn out by itself (by reducing the amount of fuel you put on it), and then saying you put it out. The result is that it is still out, but not through you "cooling" it. There was less energy put into it, so the heat reduced- but it wasn't "cooled" was it?

So yes, the temp IS reduced, but it is NOT "cooled" in the way he implied.

Right-click desktop, Properties, Screen Saver, Power, in the Power Schemes, it should be chosen/selected, either "Home/Office Desk" or "Always On" to give the maximum allowed power to your CPU.
Hibernation should be disabled.

Cool n' quiet is bad in game, lags alot more changing CPU speeds all the time, it freezes too.

Cool n' quiet won't turn on while in a game. It only turns on when you have low CPU usage and games take 70-100% CPU usage. Basicly as soon as you start a game Cool n' quiet turns off.

There should be no performance difference with Cool n' quiet on because as soon as the CPU needs to crunch more data it speeds up to take care of it. Also memory and HT (connects CPU to the rest of your machine) does not change speed.
