The Japanese seem to be doing quite a bit of the more high end research into space, they also lead the race with the space elevator.

I hate the idea of pointing super-powered microwave beams at the earth. What if there is a malfunction and it points a few degrees off; it could cook a whole field of cows.

I've been harping on this idea to any of my friends who would listen for years now. Very cool to see this slowly becoming a reality, even if these are the very first baby steps...
 
I think the technology for such equipment like the high-durability solar cells, regulatory electronics, and other various things haven't really coalesced until recently.

As to frying fields of cows...doubtful. Geosynchronous orbit as well as regulatory measures make it unlikely at the very least, even if someone hacked it with malicious intent the beam will be a meter wide at most, and more likely measured in centimeters of diameter. Diffuse microwave transmission doesn't make any sense, MASER is vastly more efficient.
