bandwidth issue

something is eating up my internet bandwidth and i want to find out what. ive done a full spyware/malware search with 2 different programs with no sucsess. my average ping on tf2 servers is about 200/250 now on servers i was getting about 15/20 under a week ago. everytime i play xbox live my ping is unplayable if i have my pc on at the same time, and its 100% fine if my pc is turned off.

does anyone know of any programs that lets me see every program that is using my bandwidth?
 
Wireless or wired LAN? Task manager can show network bandwidth on the PC. Shows as percent with 100 Mbps or 1000Mbps as max.
 
Loosing bandwidth specially for online gaming can be caused by few things:
The server you usually play can also be the cause. If server settings has been changed or the server ISP has changed settings recently; this can positively or negatively effect your bandwidth. In your case; lost bandwidth.
Try asking the other server clients, whether they (Positively or negatively) experienced any bandwidth changes recently.

An old IP address can gradually have you loose bandwidth. You should renew your IP address once in a month IMO:
Press start, run and type command.
In the command prompt, type ipconfig, write down your current IP address.
Type ipconfig/release; this should clear-out your current IP address to 0.00.000.
Type ipconfig/renew; this should give you fresh IP address. Compare the new IP address to the old one; to see if new IP address have been provided.

Clear your Temporary Internet File; by way of "Disk Cleanup".
Go to My Computer, write-click C drive, click Property, click Disk Cleanup; choose everything except "Compress Old Files". Click OK then Click YES. After it finshes it, close My Computer.

Clean up Windows Prefetch Folder.
Press Star, Run and type Prefetch. Delete all the content of the folder (Don't Delete The Folder, Just What's Inside). Close the folder and reboot system.

If you have third party Firewall software, try giving TF2 full access. Lower your Firewall setting to somewhere "Standard". Tight or Stealth firewall settings will higher your ping rating.

thanks for the help, tried all those things but nothing seems to be working, i really want to pin down what program is causing the issue, it seems to be a spike in my uploads every so often.
