Bing is a leprachaun he likes to cause mischief. If you sit under the bridge in Aztec and look to the back sometimes you can see him.

Ping is your latency, time it takes to connect to server or make your commands. the higher it is, the slower your internet connection is to the server, thus making you move very slowly in game.

You don't move slowly, you move with a delay to others.
