The latest Catalysts are shockingly buggy for some users, specifically those with AGP cards and Windows XP. All of the Catalysts from 7.5 onward have been very poor for me, and the 7.8's were just completely broken (I suspect they may have fubared my Windows install, since I got caught in an endless reboot cycle soon after). The hotfix, too, installs the latest catalysts and fixes some Bioshock specific problems in cards where the drivers already work okay, but does not fix the drivers themselves for anyone who is having problems with them (and there are many).

Personally I would recommend ATI users stick with their current drivers if they're getting tolerable performance. Updating your drivers is quite possibly justified for people with PCI-E versions of ATI's very latest cards, and for Vista users, but probably only those people. The Omega drivers are doing great for me, despite being pretty old (based off Cat 7.4's iirc).
 
Not so much a tweak guide more like explaining what mouse sensitivity does or what vertical sync means. Guide for idiots.
