I don't remember the name, but the game is set on a heavily polluted earth. That's probably smog, and probably looks better in motion.

Also, it could be the effect of using that item in his hand. If I remember correctly, it's a medical injection.

Looks like it's from MOH: PA to me.

My mistake looks like it's from that upcomming unreal engine game developed be digital extremes, i forget the name. I'm probably wrong anyway.
