There are bot commands, but why cant you use them?

Its a beta version and they probably want to keep the bots as something of a surprise for later.

They really do not want 2 give away everything on cs:s cuz they want some things 2 be a surprise of course.

The full game's bots are going to rule over the CS: Condition Zero ones! I think that VALVe should give you this option to have all the different bots (Like, the unofficial 1.6 ones, e.g. PODbot, and the official Turtlerock ones too) and let them battle it out to show which are best all round. CS: Source will rule.

That's why they don't put bots in there
