Bringing down the console

How do I do this? I looked at a bunch of sites and they said put -console at the end of the command target line, but when I right click on the icon and goto properties, I cant edit the location...

Go into your options menu, and I believe it's under controls, push the advance button, then select developers console, and it will be enabled. If your using cheats, remember to type sv_cheats 1 in the console first. ~ key brings it down.
