Bumpmapping

In one of the sample folders there are files named: base1.tga, base1_normal.tga and base1_height.tga.

My question is should height and normal be used togheter when making bumpmaps, if so how? Or are they two different ways to make bumbmaps? Im using the nividianormalfilter-plugin for the normal map, is this a good way to do it? or are there better ways of making normal maps?
