Maybe this could be stickied?
If you played at a cyber cafe, took screenshots but don't know how to upload them becuse you don't have access: then try to follow these steps .. it's what I did to upload my screenshots.
start a thread/post and do the steps neccessary to attach files.
click browse, go to the desktop or a place where there is a shortcut for steam games.
If there are no shortcuts then right click on any game's name in steam and create a shortcut.
If you can't even do that, just read on I will tell you what to do in a few lines.
choose the shortcut .. but carefull .. don't click upload yet.
you should now have a path to steam.exe in your browse form .. like this:
C:\Program Files\Steam\steam.exe
delete the "steam.exe" part from the path .. so you should have:
C:\Program Files\Steam\
now click broswe again .. and voilla .. you are browsing steam!!
switch to steamapps\email\counerstrike source folder (what was it exactly called?)\cstrike\screenshots\
>> you actually don't need to do any of what I said .. cuz for most computers steam is in:
C:\Program Files\Steam\
so If you don't have any short cuts .. just type this in the browse form before you click the browse button.
If that doesn't work, it could that steam is installed to a different folder.
In that case just try stuff like
C:\Steam
or if you notice a pattern in the network where there computer name is somewhere in the path .. hmm maybe:
F:\something\C105 (imaginary computer number)\Program files\
actualy nvm I am just making that up .. I'm just trying to say use your mind and try to guess where steam is installed.
The shortcut method is guaranteed to give you the correct path of steam.
Is that clear or am I not making any sense?!

If for some people this work around still doesn't work .. maybe someone can code a small utility that can browse there?
I think most security programs only apply the restrictions to the windows explorer .. i.e. any standalone exe will have no problem accessing the directories (how do you think steam can load games then?)
