Can anyone tell me the movie I'm thinking of...

I saw it when I was really little, on VHS I think. It was vaguely about a group of super heroes (or just plain heroes, I don't think there were any super powers, but not sure), that didn't really have super powers (I think one guy's specialty was using silverware) and nothing ever worked out for them. They were in the shadow of another super hero group (or was it just one guy) that's very successful. The successful hero(es) eventually gets beat and captured by a super villain, and the rag tag group has to save the day.

So here's what I know:
1)Based on two (groups) of heroes in a city.
2)One is successful, the other, not.
3)One of rag tag group has silverware as weapon.
4)Rag tag group saves day from super villain and rescues other group.
5)Super hero comedy, slightly actionish.
