Can someone tell me if this means what I think it means?

This is the early voting statistics of every Parish in Louisiana. From the looks of it so far, in most parishes the early voters voted democrat by nearly two to one. Am I not reading this right?

What is interesting though, is that several states with early voting have already had record turnout in terms of early voting. NC has had something like 23% of it's voting population vote already.
