Cannot Decrypt Steam Files

I recently bought the retail version of Half-life 2, and it was successfully installed. But when i start up steam and click "Play games" it says it must decrypt steam files. it gets to around 20% done and then my comp freezes and i have to reboot. I didn't know what else to do so i returned my copy of the game to best-buy and got another one. I installed the game again with the new copy but i still get the same problem. I have a brand-new dell xps and i haven't had any other trouble on it at all. Any help on what to do would be greatly appreticated. -thanks
 
Do you have any firewall software on the computer?
What kind of internet connection are you running?
Are you running anything like XFire on your system?
Does it get past 20% if you click here: steam://validate/220.
What happens when you do reboot and start again? Does it start from 20% or from the beginning?
If you right click on all Source based games (CS:S included etc.), go to Properties and select "Do not automatically update this game" and let it decrypt like that does it work?
 
i am behind a firewall but im not quite sure how to turn it off. I also have norton anitviris which i have turned off and tried to decrypt but it still freezes. I have a dsl internet connection, and i dont have xfire or im or anything like that. I clicked on ur link and it started over and tried to validate the game files but froze at 20% once again. Once i reboot, it will start automatically at 20% and i have to hit cancel before it freezes. I went to properties and choose "Do not automatically update this game" and let it decrpt but still froze. So i think it might be the firewall, do u have any other suggestions or know how to turn off the firewall??
 
sorry i havent gotten back in a while, i went to hawaii for springbreak, anyway i figured out i have a norton antiviris firewall, which i figured out how to turn off, but my comp still freezes.

We have 2 computers, for me and my brothers, and hl2 is installed and works fine on one, but the other one is the one that freezes. They are both connected to a linksys router, which connects them to the internet. i was wondering if it froze because they somehow have the same ip adress or something like that? they both use different cd keys and I was able to install and make seperate steam profiles on both of them
