Can't change swap file size??

I cant seem to change the swap file size in XP its like its locked or some shit. ive got 2gigs of RAM and the recommended swap file size is 3096 , ill change it and click set and nothing happens it still says "currently allocated : 2046MB", any know a way around this?

Reboot in safe mode, change the size to 0, then boot in safe mode again and change it to the desired size and boot normally.
