Can't disable V-Sync!

I've googled etc but cant for the love of God find any help, thought I'd try my chances here, a while back I used a program called RefreshForce, sadly, after using it, even after removing it etc, it seems to have somehow forced V-Sync on, EVEN after a COMPLETE format of the comp, v-sync is forced on, even if I in my nVidia control panel force it off.

I was wondering if anyone knows like, where in the Windows XP registry that V-Sync settings are stored or such.

Yup, I've tried with multiple games, DOS, HL2, D3, etc, even if I have V-Sync in nVidia control panel set to "Force Off"; its still on, I've tried everything, reformatting ENTIRE computer, reinstalling drivers, changing drivers etc

also OP i have never seen this problem before. heck you even formatted. its possible its something to do with your monitor.
