Can't get cheats to work

i have the -console tag in my shortcut and i have sv_cheats set to 1, but i can't get any cheats to work, god and noclip have no effect. also when i type changelevel "x" it says that i'm not running a server...

to start a new map/level from outside the game you type

"map <mapname" which will start up a new SP server. When you're in the game you can use "changelevel" for a faster map change.

As for cheats, it should work. Try "developer 1"...

egh, nevermind, dumb post, thanks for the response though. yea i had to load a map first
