Can't install Steam

Steam will not install. I get the Welcome to Steam screen. I hit next, I go to the next screen, hit next.... And the installation just stops.

From my \valve\steam\install.log file:

As you can see I've tried from multiple locations. I've tried on a couple different drives. This is with Win2k. You can see above that I'm logged in as Admin. I even tried downloading the 396MB Steam with DoD installer. Same thing. Wouldn't install. I've seen a few other people on the Steam forum having the same problem, but no resolutions are coming from there.
 
Yeah.... I sure did, and then some. I've read all the FAQ's and Help items I could find. Searched and read all the posts and advice related on the steampowered forums. No luck.

I'm virus free. OS (Win2k) and drivers and bioses are up to date. AMD 2000+, 512MB, Nvidia 6800. I've never had any Valve software loaded on this machine, So there is no steam remnants to remove.

Creating a shortcut and adding /x switch to the target resolved this. I'm not sure why but it did. A poster with the handle illegal on steampowered hooked me up with the resolution.
