CD/DVD Audio stuttering on my laptop

I've got a Dell Inspiron 6400/E1505. For a while now, whenever I try to play a dvd or audio cd, I get stuttering. I don't have any problems with audio files stored on the computer or accessed over the network. I also have the same problem with video and audio files played off a data cd or dvd.

Basically, it'll play, and every second or so, the video will slow way down and the audio will stutter. It'll do this no matter how long I've been running it, off a clean reboot, etc. I've just installed the latest audio and video drivers as well.

Any suggestions?
 
A few silly questions:

1) What OS are you currently using?
2) Which program are you using to play the CD's & DVD's? Have you tried the awesome & free VLC player or the classic player bundled with the free K-Lite Mega Codec? If not, try either or both. Do you still have the stuttering?
3) Are you sure all the drivers on your laptop are current? Video, Audio, DX, Chipset, etc..
4) Do you have onboard sound enabled and then also an addin card installed?
5) How new is the laptop? When was the last time you de-fragmented your hard drive or reinstalled Windows?
