I have seen many places that say they can ban your IP address.

I have a dynamic public IP that changes every time I reset my modem.

If they ban my IP address, can't I just reset my modem?

Also, doesn't this make me harder to track?

Yes you can just reset your modem. However they will also probably store a cookie, so delete your cookies to(I use a seperate browser for just this stuff).

It also works at places like rapidshare(reset modem, delete cookies, download new file).

Otherwise you can just go through one of the million proxies.

Yeah, I heard about that recently. Cycle your modem he called it. Awesome.

Resetting your modem wont always get you a new IP. Alot of cable services will lease you a static IP for a certain amount of days.

You can always use a proxy as well, such as the Tor network or other onion routers.

That's true it does depend on your ISP.
Thankfully the one that my cousins use(where I dl all my crap) does happpen to reset it to a different one every time.

Although sometimes they can ban ranges of ips to get the whole area...I've been a victim of such due to the other asses who were apparently dynamic in my area.
