Hey,i got a small problem with cheats for HL2.I can't open the box where to write the cheats.I have an european keyboard,and i allready turned the box thing on in Options.Help?

If you do a little search on the forums, which you should have done, you'll find other threads similar to this where you can add a line to the launch options of HL2 to enable the console that way also. something along the lines of '-console' on the end i believe.

-> Play Games
-> Right-click Half-Life 2
-> Properties
-> Launch Options
-> Enter in '-console' as the command line in the field box.
-> OK
This not only speeds up the loading of Half-Life 2 at startup by not loading up the background 3D graphics on the main menu and instead loading up a blurry background picture, but opens the Half-Life 2 console as well. Note you can close this console using the '~' key.
I can see, you're wanting to enter in cheats for the game. In that case, remember to enter in 'sv_cheats 1' into the console to enable cheats. If you decide to disable cheats, simply change the value to '0'.
