Christ, is congress really that ****ing stupid?

Actually that wouldn't be a bad idea. OPEC Is a monopoly. Treating OPEC as a monopoly through our legal system might actually do some good. However unless the next president supports the bill, whether it gets past by the president or they override the veto does not matter.
-OPEC will ignore it.
-Executive wont enforce it, because they don't support it.
or
-OPEC will ignore it.
-Executive will enforce it via military, but military needs money.
-Congress wont give money or/and American public wont support using the military.

It wont happen either way and will probably just end up causing as prices to go higher because oil companies will probably simply reduce supply even more.

WTF are they planning on doing? We aren't the ones holding the high cards in this hand. How about Congress spends more time creating laws that reduce our dependency on oil instead of this useless crap?

Right. OPEC has the upper hand here. If we make too big of a stink, well, China is always looking for more oil.

Let me get this straight because from what i read that bill sounds like a good thing.

It would be if we actually had jurisdiction over OPEC. This bill is worth no more than the paper it is written on.
