I just got a new laptop and was setting it up for my sister, but the internal Intel video card refuses to respond. The device manager says it does not have enough system resources to run. (code 12)

Microsoft says this is probably due to a device conflict, but I don't see any devices on the laptop that might conflict.

Could it be a setting in the BIOS?
 
Check for hardware/software updates.

Video, Keyboard, Mouse, sound and network adapters usually have reserved IRQs, therefore, should not encounter memory error, specially code #12. Unless you or someone else tampered with BIOS.
If that's is the case; set BIOS back to default.
 
We've tried everything. We completely formatted the hardrive, flashed the bios, and turned everything back to defaults but nothing worked, so we're just returning it. I think its pretty unacceptable to sell a laptop with errors like that straight of the shelf.

returning it probably would be best.
 
I think returning it would be great idea at this time.

It's Probably a damaged/corrupted BIOS issue.
