Colour Scheme Designer 3

I never use one. I do it all by eye :)

Most of the time I don't either. But sometimes its great for a starting point when doing a design. I almost never stick to my original planned color scheme but having a nice scheme to start off with is always nice. Other times when I need to use a dull version of the primary color as the background these tools are great.

http://colorsuckr.com/ (I don't actually know what Stern posted, I never saw it the first time but this is something similar I guess)

I don't often use these things (though neat as they are) but cool all the same.
 
I use Kuler every now and again.

The advantage to Kuler is that the colour files it exports can be read in Illustrator and indesign as well, which is great for consistency across document types.
