Combine Military known as the Overwatch?

This has puzzled me for sometime now, especially after the comments Dr.Breen made. Is the entire Combine Military known as the "Overwatch"? The reason I'm asking this is because in Nova Prospekt Breen refers to the human soldiers as the Transhuman arm of the overwatch. If the Combine Military wasn't called the Overwatch, why would he go through great lengths to specifically say "Transhuman Arm of the Combine Overwatch". For example, IF the Vortigaunts were in the Combine Army, one could say "Vortigaunt Arm of the Combine Overwatch"

I know its probably a noobish question, but I'm just curious..
 
The overwatch are the combine regular soldiers, ie the guys in darker uniforms and the Nova Prospekt guards. Civil Protection are the metrocops from the beginning of the game. I don't know if the elites are regarded as part of the Overwatch. Presumably there must be a non-transhuman arm of the overwatch, on some off-world location, or referring to striders and gunships...
 
I'm going to hazard a theory and say that the force that controls the said planet is called the Overwatch. So we are controlled by the Earth Overwatch. Most of the Combine's Earth forces are Transhuman, with the few exceptions of the Synth'd species from other planets and the robot Scanners. And of course the pure human CPs. I doubt that any of the Transhuman branch have been deployed to other planets yet though.

Just as an example, if the Combine had taken control of Xen, which I know they hadn't, the Vort slaves, Alien Grunts, Alien Controllers and ultimately the Nihilanth were the Xen Overwatch.

Just a guess.

I can understand that. Just as a occupying power watches over a population, one could say the Combine are "Overwatching" Earth.

Which BTW lies another weakness of the "CoX" Theory. It's apparent that the "Overwatch" is essentially a term for Combine garrision forces. Why then would the Combine waste an entire Overwatch force as part of an invasion when they were never meant to act as offensive forces at all?

One thing I've been curious about is the "Airwatch."
I swear in several points of Nova Prospect I hear the Combine announcer refer to them, but it is such a silly name I almost don't want to believe it. :)

I'm not so sure about that. The 'announcer' says in Nova Prospekt (I think) that 'failure to achieve mission objectives will result in permanent offworld assignment' - paraphrased. It sounds as if transhuman forces have been assigned offworld before.

Yeah, the PA System does announce that, and I think its before you enter Nova Prospekt. Another thing she mentions is high "exogen" levels, which I believe refer to the antlions. I also notice right after she announces that, two Combine Gunships arrive. So maybe she was announcing that two Combine gunships have been dispatched?

I believe she announces that airwatch units have been dispatched. IE gunships.

If you'll notice, however, in point insertion she threatens "permanent offworld assignment" to the citizens who do not cooperate with the CP's. It might be more of a penal colony then a garrison.
 
Either could be true. What I'm saying is we can't be sure whether or not there are offworld transhuman forces.
