In this pic you can see the numbers 890 on the Combine soldiers back, along with some weird writing and what I assume is the combine symbol.

In this concept art, you see the combine soldier weilding a obviously human military weapon.

This evidence leads me to believe that the Combine soldiers are definetly not Xen aliens (they dont need gas masks). It also leads me to believe that they are in either part or whole human, seeing as they are also quite humanoid. My best guess that is just that, a guess, is that they are alien/human hybrids(though mabye not Xen aliens) of the military faction, thus the name 'Combine.
