In half life 2 can someone tell me how can i create Combine elite soldier??? The one's with white uniform.

You can't. At least last time I checked you could'nt.

That's right, you can't. You can only do it in a map. I'm not sure, but there might be some ent_fire thing.
You can spawn one in Garry's Mod though.
